Clements Gentleman, greeting :<br />KNOW YOU, that our Governor being duly satisfied of your Ability<br />and good Character, hath constituted you the said Richard<br />P. Clements Surveyor for the County of Southampton<br />-, with Authority to execute the said<br />Office within the said County, and to take for so doing the Fees allowed by<br />Law : SAVING AND RESERVING to the President and<br />Professors of the College of William and Mary, one sixth part of the legal<br />Fees which shall be received by you. IN TESTIMONY whereof<br />these our Letter are Sealed with the Seal of the Commonwealth and made<br />patent. Clements was certified to be qualified for the post by the College of William and Mary and his commission bears the signatures of its President, James Madison, and Professors Robert Andrews, St. George Tucker, John Bracken and James Henderson. It is also signed by Virginia Governor James Monroe.</p>
